Ozamiz City, Philippines — Misamis Occidental is once again rewriting the narrative of what a small Mindanao province can achieve, emerging as the only province in the island to break into the Top 10 nationwide for Year-on-Year Growth in Local Source Revenues for FY 2024. The recognition was formally given during the Bureau of Local Government Finance (BLGF)’s 38th Anniversary Stakeholders’ Recognition Program on November 5 at SMX Convention Center Aura, Taguig City.
But beyond the applause and the plaque lies a deeper story—a province that transformed fiscal discipline into a development model, and local governance into a measurable, data-backed shift.
According to BLGF, Misamis Occidental posted a 53.54% increase in locally sourced revenues, earning 8th place nationwide and setting itself apart as Mindanao’s lone entry in the elite lineup. This comes after its strong performance in 2023, where it ranked 5th in the same category—proof that this year’s surge is not an accident, but the result of sustained fiscal reform and institutional strengthening.
Under the leadership of Governor Henry S. Oaminal, the Asenso Misamis Occidental governance framework has focused on transparent financial management, consistent revenue enforcement, and strategic modernization of tax systems. The province’s revenue climb—remarkable in both scale and consistency—reflects a government capable of mobilizing resources without imposing heavier burdens on the public, while steadily expanding essential services.
During the ceremony, Acting Provincial Treasurer Yvonne Clamohoy and Provincial Assessor Nepthaly Leo Adlaon received the award on behalf of the province. They were joined by department heads and provincial doctors who have helped integrate fiscal performance with broader development priorities—from health to agriculture to economic resilience.
For governance analysts, this recognition is more than symbolic. It demonstrates that smaller provinces, often overshadowed by urban centers, can achieve national competitiveness when reforms are steady, data-driven, and rooted in public service.
For Misamisnons, it is an affirmation that the long-standing vision of a Malinawon, Malambuon, ug Malipayon province is no longer aspirational—it is becoming tangible, and now even reflected in national financial scorecards.
As provinces across the country grapple with shrinking IRA shares, inflationary pressures, and the demands of post-pandemic recovery, Misamis Occidental’s performance sends a clear message:
Fiscal excellence is possible when governance is both progressive and predictable.
