The Local Government Unit (LGU)
of Clarin, under the visionary leadership of Mayor Jojo "Action Man"
Dacer Roa, has once again proven its dedication to disaster risk reduction and
management. Garnering an impressive score of 1.90, Clarin achieved the Gawad
Kalasag Seal of Excellence - Fully Compliant in the 24th Gawad Kalasag National
and Regional Awarding Ceremonies for Region 10, held in Cagayan de Oro
City.
The recognition solidifies
Clarin’s position as a municipality deeply committed to preparedness,
resilience, and safeguarding its citizens. This achievement was made possible
through the collaborative efforts of Vice Mayor Riza Ging Oaminal Delos Santos,
the Sangguniang Bayan members, and the Municipal Disaster Risk Reduction and
Management Office (MDRRMO) led by Sir Carmelito “Tolits” Heray and his
assistant, Ma’am Mimi Sebastien Pasco.
The Gawad Kalasag Seal is the
country’s premier award for disaster risk reduction, recognizing exemplary
leadership, governance, and practices that mitigate the impact of calamities
and ensure community safety. For Clarin, this milestone is a result of a
unified effort to strengthen disaster preparedness, reduce risks, and enhance
community resilience.
“Ang maong kalamposan dili lamang
pasidungog sa among liderato apan usa ka dako nga kahimangno nga among
giprioritize ang kaluwasan sa katawhan. Kini mao’y sukaranan nga ipakita nga
luwas ug andam ang Clarin sa bisan unsang katalagman,” Mayor Jojo Roa stated during the event.
The score of 1.90 reflects the municipality's commitment to excellent disaster risk reduction protocols, comprehensive risk management planning, and active community involvement. Initiatives such as disaster preparedness drills, infrastructure improvements, and public education campaigns have made Clarin a benchmark for other municipalities in the region.

Vice Mayor Riza Ging Oaminal Delos Santos emphasized the importance
of community participation: “Ang katawhan mao ang labing importante nga
parte sa kalampusan. Atong padayon nga ipatuman ang mga inisyatibo alang sa
kaluwasan ug kalig-on sa atong lungsod.”
